The passenger involved in a high-speed police chase on March 12 was arrested after allegedly fleeing from police on foot.

Roy Allen, 44, of Dayhoit, was arrested by Harlan City Police Department officers on March 26. Allen was the passenger of a stolen vehicle, operated by Abbigal Thomas on March 12, which struck Kentucky State Police Lt. Jason Bunch.

Thomas was caught and arrested on March 12 following the chase, but Allen was not arrested until March 26 after he ran from police on foot.

According to the citation, an officer observed Allen and a female walking along U.S. 421 and identified Allen by his clothing from a previous complaint. The officer stated Allen had an active warrant for his arrest for first-degree assault of a police officer.

The officer then circled back around to the two walking and asked for Allen’s name. Allen allegedly told the officer his name was Michael Bennett, then took a step toward the river.

As the officer proceeded to step from his cruiser, Allen allegedly ran toward the river bank. The officer ordered him to stop when Allen failed to do so. Allen was found hiding half in the river and half on the bank, as stated in the citation, and refused to show officers his hands. Officers found two needles that Allen had allegedly thrown in an attempt to destroy evidence.

Allen was charged with first-degree fleeing/evading police (on foot and motor vehicle), identity theft of another without consent, public intoxication of controlled substance (excluding alcohol), tampering with physical evidence, first- and second-degree wanton endangerment (police officer), two counts resisting arrest, second-degree disorderly conduct, criminal littering, third-degree criminal mischief, first-degree assault (police officer), receiving stolen property (under $10,000), failure to wear seat belts and third-degree criminal trespassing.

Allen was lodged in the Harlan County Detention Center on a combined total of $30,000 full cash bond.

James Nantz, 32, of Cranks, was also arrested on March 26 by Kentucky State Police troopers.

On Dec. 11, 2018, Nantz allegedly entered Cawood Elementary School property on a four wheeler along with other individuals.

According to the complaint, Nantz, along with other individuals, allegedly possessed firearms and were then involved in a shooting. During the course of his actions, Nantz damaged school property totaling over $500. Nantz then assisted in removing the firearms from the scene.

Nantz was charged with murder (complicity), unlawful possession of weapon on school property, second-degree criminal mischief and tampering with physical evidence.

Nantz was lodged in the Harlan County Detention Center on a $25,000 full cash bond.

In other police activity:

• Terry Cooper, 33, of Evarts, was arrested by Kentucky State Police troopers on March 27. He was charged with two counts possession of drug paraphernalia, violation of Kentucky EPO/DVO, first-degree possession of controlled substance (methamphetamine) and operation of motor vehicle while under the influence of drugs/alcohol. He was lodged in the Harlan County Detention Center on a $5,000 full cash bond;

• Jessica Reese, 30, of Mary Alice, was arrested by Harlan County Sheriff’s Office deputies on March 27. She was charged with third-degree assault (police/probation officer), first-degree wanton endangerment, second-degree disorderly conduct, resisting arrest, custodial interference, public intoxication of controlled substance (excluding alcohol) and possession of drug paraphernalia. She was lodged in the Harlan County Detention Center on a $2,500 full cash bond;

• Tommy Turner, 36, of Lawrenceburg, was arrested by Harlan County Sheriff’s Office deputies on March 24. He was charged with possession of drug paraphernalia, first-degree possession of controlled substance (methamphetamine), second-degree possession of controlled substance (drug unspecified) and public intoxication of controlled substance (excluding alcohol). He was lodged in the Harlan County Detention Center with no bond set;

• Paula Scherzinger, 46, of Lousiville, was arrested by Harlan County Sheriff’s Office deputies on March 25. She was charged with third-degree burglary and failure to appear. She was lodged in the Harlan County Detention Center on a combined total of $600 full cash bond;

• Misty Osborne, 30, of Cumberland, was arrested by probation and parole officers on March 25. She was charged with first-degree trafficking of controlled substance (greater than/equal to 2 grams of methamphetamine). She was lodged in the Harlan County Detention Center on a $2,500 full cash bond.
