Cody charged in murder of a Harlan man on Saturday

A Totz man was killed as a result of a shooting Saturday morning, with the alleged shooter fleeing to Washington County, Tenn., before his arrest.

Richard G. Cody, 59, of Harlan, was arrested by Kentucky State Police troopers on Feb. 15.

According to a KSP press release, dispatch received a call at 8:50 a.m. on Saturday of a shooting at a residence near Shope Lane in Harlan. Matthew Smith, 39, was shot and transported to Harlan ARH where he was pronounced dead.

Cody allegedly drove to his estranged wife’s home, using his keys to enter inside and firing multiple rounds, which struck Smith. After the shooting, Cody fled the scene to Washington County, Tenn., where he was arrested and taken into custody.

Cody is charged with murder and two counts of first-degree wanton endangerment. Other charges are pending at this time and he is being held for extradition back to Harlan County.

KSP detective Rodney Sturgill is continuing the investigation.

In other police activity:

• Brittany Parrott, 31, of Cumberland, was arrested by Cumberland Police Department officers on Feb. 9. She was charged with a bench warrant for court, first-degree trafficking controlled substance (greater than/equal to 2 grams methamphetamine) and a probation violation. She was lodged in the Harlan County Detention Center on a $5,000 full-cash bond;

• Caleb Ford, 26, of Harlan, was arrested by Cumberland Police Department officers on Feb. 9. He was charged with three counts parole violation (for felony offense) and a bench warrant for court. He was lodged in the Harlan County Detention Center on a $5,000 full-cash bond;

• Angela Robbins, 30, of Berea, was arrested by Harlan Police Department officers on Feb. 11. She was charged with second-degree trafficking controlled substance (drug unspecified), two counts third-degree trafficking controlled substance (drug unspecified), prescription controlled substance without proper container, possession of drug paraphernalia, theft by unlawful taking (under $10,000) and first-degree criminal mischief. She was lodged in the Harlan County Detention Center on two full-cash bonds totaling $5,000, one with bail credit;

• Gloria Mefford, 34, of Totz, was arrested by Benham Police Department officers on Feb. 11. She was charged with first-degree possession of controlled substance (methamphetamine), second-degree possession of controlled substance (drug unspecified) and failure to appear. She was lodged in the Harlan County Detention Center on a $2,500 full-cash bond;

• Millard Tackett, 22, of Harlan, was arrested by Harlan Police Department officers on Feb. 13. He was charged with third-degree burglary and was lodged in the Harlan County Detention Center with no bond set;

• Shawn Williams, 35, of Dayhoit, was arrested by Harlan Police Department officers on Feb. 14. He was charged with first-degree possession of controlled substance (second offense; methamphetamine), four counts failure to appear and contempt of court. He was lodged in the Harlan County Detention Center on a $659 pay-or-stay amount;

• Christopher Holbrook, 44, of Harlan, was arrested by Harlan Police Department officers on Feb. 15. He was charged with third-degree assault (police/probation officer), resisting arrest and menacing. He was lodged in the Harlan County Detention Center on a $1,500 full-cash bond.
