Two were recently arrested after a homeowner spotted a male allegedly leaving a building belonging to her and entering a vacant apartment beside her house.

Jerry Elliot, 18, and Kadedra Vick, 22, were arrested by Harlan City Police Department officer Mitch Alford on Sept. 15.

According to the citation, Alford received a call stating a male subject was seen leaving an out building belonging to Wanda Tackett. Alford said Tackett informed him the male had exited her property and entered a vacant apartment next door. She added no one was supposed to be in the apartment and a padlock had been on the door.

Alford said there was a partially opened door, appearing to have been forced open, where he identified himself and gave several commands for the subjects to exit the building. Alford said a male subject exited, and while handling the situation with him, Elliot allegedly exited from a side window naked and began running, exposing himself to the community and small children.

Alford told Elliot to stop running multiple times, eventually leading Alford to deploy his taser when Elliot then complied. Elliot told the officer he was inside the building drinking and having sex, adding he ran because he didn’t want to go to jail, according to the citation.

Vick was also naked inside the building, but clothed herself and shattered the windows out of Tackett’s parked car.

Elliot was charged with resisting arrest, second-degree fleeing/evading police (on foot), second-degree disorderly conduct, alcohol intoxication in a public place (second offense) and first-degree criminal trespassing. He was lodged in the Harlan County Detention Center on a $500 full-cash bond.

Vick was charged with first-degree criminal trespassing, second-degree criminal mischief, intimidating a participant in the legal process and alcohol intoxication in a public place (second offense). She was lodged in the Harlan County Detention Center on a $1,000 full-cash bond.

• Jack Coots, 42, of Cumberland, was arrested by Cumberland Police Department officers on Sept. 10. He was charged with growing marijuana (five plants or more) and was lodged in the Harlan County Detention Center on an unsecured bond of $1,000;

• Angela Smith, 35, of Cawood, was arrested by Kentucky Fish & Wildlife officials on Sept. 11. She was charged with first-degree possession of controlled substance (methamphetamine) and tampering with physical evidence. She was lodged in the Harlan County Detention Center on a $1,500 full-cash bond;

• James Smith, 33, of Cawood, was arrested by Kentucky Fish & Wildlife officials on Sept. 11. He was charged with failure to appear, second-degree escape, first-degree fleeing/evading police (on foot), operating on suspended/revoked operator’s license (DUI), operation of motor vehicle while under the influence of drugs/alcohol, first-degree possession of controlled substance (methamphetamine), possession of drug paraphernalia, tampering with physical evidence, failure to register transfer of motor vehicle, first-degree wanton endangerment, no registration plates, theft by unlawful taking (under $500) and failure to produce insurance card. He was lodged in the Harlan County Detention Center on a $5,000 full-cash bond;

• Ronnie Dye, 54, of Hullen, was arrested by Harlan County Sheriff’s Department deputies on Sept. 12. He was charged with first-degree trafficking controlled substance and was lodged in the Harlan County Detention Center on a $3,500 full-cash bond;

• Dean Griffith, 56, of Closplint, was arrested by Kentucky State Police troopers on Sept. 13. He was charged with operation of motor vehicle while under the influence of drugs/alcohol, operating on suspended/revoked operator’s license (DUI; second offense), no operator’s license, leaving the scene of an accident/failure to render aid, failure of owner to maintain required insurance, no registration plates, no registration receipt, failure to produce insurance card and operation of motor vehicle while under the influence of drugs/alcohol. He was lodged in the Harlan County Detention Center on a $3,500 full-cash bond;

• Tyler Gross, 28, of Wallins, was arrested by Kentucky State Police troopers on Sept. 14. He was charged with improper turning, operation of motor vehicle while under the influence of drugs/alcohol, possession of marijuana, possession of drug paraphernalia, first-degree trafficking controlled substance (methamphetamine), carrying a concealed weapon, receiving stolen property (firearm), illegal possession of legend drug and prescription controlled substance without proper container. He was lodged in the Harlan County Detention Center with no bond set;

• William Farley, 31, of Evarts, was arrested by Cumberland Police Department officers on Sept. 16. He was charged with first- and second-degree fleeing/evading police (on foot), third-degree assault (police officer/probation officer), second-degree criminal mischief, first-degree disorderly conduct and contempt of court. He was lodged in the Harlan County Detention Center on a $2,500 full-cash bond;

• William Hughes, 28, of Jeremiah, was arrested by Harlan County Detention Center officials on Sept. 17. He was charged with second-degree assault and was lodged in the Harlan County Detention Center on a $20,000 full-cash bond;

• Melissa Burton, 34, of Harlan, was arrested by Harlan City Police Department officers on Sept. 17. She was charged with theft by unlawful taking (under $500), third-degree criminal trespassing, possession of drug paraphernalia, first-degree possession of controlled substance (second offense; methamphetamine), prescription controlled substance without proper container and non-payment of court costs/fees/fines. She was lodged in the Harlan County Detention Center on a $2,500 full-cash bond.
