Two men arrested on rape charges

An Evarts man was recently arrested for allegedly raping a female multiple times. Terry Jenkins, 43, was arrested by Kentucky State Police troopers on July 8.

According to the citation, from Dec. 3, 2008 through Dec. 2, 2012, Jenkins allegedly raped and sodomized a female victim multiple times while she was between the ages of 9 and 12.

The case remains under investigation by KSP detective Rodney Sturgill.

Jenkins was charged with first-degree rape (under age 12), first-degree sodomy (under age 12) and incest (forcible compulsion/incapable of consent or under age 18). He was lodged in the Harlan County Detention Center with a $100,000 full-cash bond.

Another man from Harlan was also recently charged with rape. Richard Fields, 63, was arrested by Kentucky State Police troopers on July 3.

According to the citation, Fields allegedly engaged in sexual intercourse and deviate intercourse with two juveniles, both under the age of 12, on numerous occasions.

Fields was charged with first-degree rape (victim under age 12) and first-degree sodomy (victim under age 12). He was lodged in the Harlan County Detention Center on a $100,000 full-cash bond.

In other police activity:

• Flossie Cleaver, 36, of Cawood, was arrested by Harlan County Sheriff’s Office deputies on July 5. She was charged with two counts first-degree possession of controlled substance (methamphetamine) and possession of drug paraphernalia. She was lodged in the Harlan County Detention Center on two cash bonds totaling $10,000;

• Brian Saylor, 44, of Coldiron, was arrested by Kentucky State Police troopers on July 6. He was charged with first-degree trafficking controlled substance (greater than or equal to 2 grams methamphetamine). He was lodged in the Harlan County Detention Center on a $3,500 full-cash bond;

• Vernon Porch, 42, of Big Stone Gap, Va., was arrested on July 6. He was charged with first-degree possession of controlled substance (drug unspecified), possession of open alcoholic beverage container in motor vehicle, possession of drug paraphernalia and operation of motor vehicle while under the influence of drugs/alcohol. He was lodged in the Harlan County Detention Center on a $1,500 full-cash bond;

• Clinton North, 35, of Harlan, was arrested by Harlan City Police Department officers on July 8. He was charged with theft by unlawful taking ($500 or more but under $10,000). He was lodged in the Harlan County Detention Center with a $1,000 full-cash bond;

• Draven Greene, 23, of Kenvir, was arrested by Kentucky State Police troopers on July 8. He was charged with first-degree wanton endangerment (police officer), first-degree fleeing/evading police (motor vehicle) and license to be in possession. He was lodged in the Harlan County Detention Center with no bond set;

• Elbert Fulst, 30, of Walker, was arrested by Harlan County Sheriff’s Office deputies on July 8. He was charged as a fugitive from another state (warrant required) with three counts failure to appear. He was lodged in the Harlan County Detention Center on a full-cash bond of $2,500;

• Nick Wilson, 38, of Grays Knob, was arrested by Kentucky State Police troopers on July 8. He was charged with theft by deception (cold checks under $10,000). He was lodged in the Harlan County Detention Center with no bond set;

• Amanda Pace, 31, of Harlan, was arrested by Kentucky State Police troopers on July 8. She was charged with first-degree criminal abuse (child 12 or under). She was lodged in the Harlan County Detention Center on a $50,000 full-cash bond.
