Baxter man arrested after 911 hang-up call

A man was arrested after allegedly restraining an individual from leaving a home and assaulting them.

James McMillian, 40, was arrested by the Kentucky State Police on March 3.

According to the warrant, McMillian prevented a woman from leaving the home by assaulting her. McMillian repeatedly hit her in the face, head and back, causing bruising all over her body.

The woman was attempting to leave the residence when McMillian assaulted her to keep her from leaving.

A KSP trooper was responding to a 911 hang-up call at the residence, when he found both McMillian and the woman.

McMillian was seen at Harlan ARH, where he was cited for fourth-degree assault, and the woman was transported to the Harlan County Detention Center. She was later able to give a statement on the incident and allowed law enforcement to take pictures of the bruising.

McMillian was charged with first-degree unlawful imprisonment and was lodged in the Harlan County Detention Center on a $2,000 full cash bond.

• Douglas Surber, 49, of Partridge, was arrested by the Benham Police Department on Feb. 28. He was charged with failure to appear, possession of marijuana, carrying a concealed weapon and third-degree possession of a controlled substance. He was lodged in the Harlan County Detention Center on a $2,000 full cash bond;

• Brittany Napier, 29, of Dione, was arrested by Harlan County Sheriff’s Department officers on Feb. 28. She was charged with contempt of court and failure to appear. She was lodged in the Harlan County Detention Center on a $1,000 full cash bond;

• Virgil Craig, 35, of Baxter, was arrested by Harlan City Police Department officers on March 2. He was charged with public intoxication of a controlled substance (excluding alcohol). He was lodged in the Harlan County Detention Center on a $500 full cash bond;

• Tiffany Kincaid, 32, of Wallins, was arrested by Harlan City Police Department officers on March 2. She was charged with second-degree disorderly conduct, possession of drug paraphernalia and third-degree criminal trespassing. She was lodged in the Harlan County Detention Center on a $500 full cash bond;

• Devin Keefer, 32, of Totz, was arrested by Cumberland Police Department officers on March 4. He was charged with operating a motor vehicle on a suspended license, public intoxication of a controlled substance (excluding alcohol), first-degree trafficking a controlled substance (methamphetamine) and trafficking marijuana (less than 8 ounces). He was lodged in the Harlan County Detention Center on a $250 paid bond;

• Timothy Caldwell, 44, of Loyall, was arrested by Harlan County Sheriff’s Department officers on March 3. He was charged with failure to appear and was lodged in the Harlan County Detention Center.
