Coldiron man allegedly breaks woman’s arm, arrested

A Coldiron man was arrested earlier this month after allegedly breaking a woman’s arm while under the influence and kicking a state trooper multiple times.

Arthur Neal, 50, was arrested by Kentucky State Police trooper Aaron Caldwell on Dec. 8.

According to the citation, a woman contacted KSP in regards of a woman at her residence who had sustained a broken arm and appeared to have been attacked. The two woman told Caldwell upon his arrival Neal had beaten the woman in their residence before she fled to the neighboring residence. The neighbor also said Neal had been in her yard yelling and cursing at her before he returned to his home.

Caldwell made contact with Neal in his residence and arrested him for second-degree assault. He added Neal was allegedly under the influence and smelled strongly of alcohol.

While escorting him out of the home, Neal began resisting and kicked backwards toward the trooper. Caldwell took Neal to the ground and told him to calm down and to stop kicking, according to Caldwell’s citation.

Neal allegedly kept kicking at the trooper, which resulted in Neal being placed on the ground again and carried to the police cruiser with the assistance of Harlan County Sheriff’s Office deputies, Kentucky Fish & Wildlife officers and EMS.

Caldwell said while placing him into the car, Neal turned and kicked the trooper in the chest. Caldwell added he pushed Neal onto his back into the car and shut the door before continuing to investigate the situation.

Neal was charged with failure to appear, first-degree disorderly conduct, second-degree assault (domestic violence) and third-degree assault (police/probation officer).

He was lodged in the Harlan County Detention Center on two full-cash bonds totaling $35,000 with 10 percent bail credit.

In other police news:

• Jeffery Hoskins, 44, of Dayhoit, was arrested by Kentucky State Police troopers on Dec. 2. He was charged with alcohol intoxication in a public place (first and second offense), carrying a concealed weapon and possession of a handgun by a convicted felon. He was lodged in the Harlan County Detention Center on a $10,000 bond;

• Brandon Trammell, 33, of Evarts, was arrested by Evarts Police Department officers on Dec. 6. He was charged with public intoxication of controlled substance (excluding alcohol), first-degree possession of controlled substance (methamphetamine), possession of marijuana, possession of drug paraphernalia, menacing, first-degree possession of controlled substance (drug unspecified), second-degree wanton endangerment (police officer) and second-degree disorderly conduct. He was lodged in the Harlan County Detention Center on a $30,000 bond with 10 percent bail credit;

• Justin Williams, 34, of Cranks, was arrested by Harlan County Sheriff’s Office deputies on Dec. 6. He was charged with second-degree unlawful imprisonment and fourth-degree assault (domestic violence; no visible injury). He was lodged in the Harlan County Detention Center on a $1,500 full-cash bond;

• Jason Haynes, 38, of Baxter, was arrested by Kentucky State Police troopers on Dec. 6. He was charged with second-degree burglary and possession of drug paraphernalia. He was lodged in the Harlan County Detention Center on a $20,000 bond with 10 percent bail credit;

• Jeffery Hoskins, 44, of Dayhoit, was arrested again by Harlan County Sheriff’s Office deputies on Dec. 13. He was charged with first-degree criminal trespassing, second-degree burglary, first-degree possession of controlled substance (second offense; drug unspecified) and public intoxication of controlled substance (excluding alcohol). He was lodged in the Harlan County Detention Center on a $5,000 full-cash bond;

• Michael Perkins, 39, of Williamsburg, was arrested by Kentucky State Police troopers on Dec. 15. He was charged with first-degree possession of controlled substance (methamphetamine), three counts non-payment of court costs/fees/fines, tampering with physical evidence, failure to wear seat belts, speeding (5 mph over limit), no registration receipt, no registration plates, failure of owner to maintain required insurance, improper display of registration plates, failure to register transfer of motor vehicle, second-degree fleeing/evading police (motor vehicle) and operating on suspended/revoked operator’s license. He was lodged in the Harlan County Detention Center on two full-cash bonds totaling $16,912.55, two pay-or-stay amounts of $943.50 and an unsecured bond of $1,000;

• Conner Wiles, 20, of Pennington Gap, Virginia, was arrested by Harlan County Sheriff’s Office deputies on Dec. 17. He was charged as a fugitive from another state (warrant required). He was lodged in the Harlan County Detention Center on a $5,000 full-cash bond;

• Brandon Holbrook, 25, of Baxter, was arrested by Harlan City Police Department officers on Dec. 18. He was charged with first-degree trafficking controlled substance (methamphetamine), failure to appear and two counts contempt of court. He was lodged in the Harlan County Detention Center on two full-cash bonds totaling $5,500;

• Melanie Gross, 53, of Harlan, was arrested by Kentucky State Police troopers on Dec. 18. She was charged with first-degree possession of controlled substance (methamphetamine), second- and third-degree possession of controlled substance (drug unspecified), possession of drug paraphernalia and prescription controlled substance without proper container. She was lodged in the Harlan County Detention Center with no bond set;

• Shelia Boring, 61, of Baxter, was arrested by Harlan County Sheriff’s Office deputies on Dec. 19. She was charged with first-degree trafficking controlled substance (methamphetamine) and was lodged in the Harlan County Detention Center on a $5,000 full-cash bond.
