Evarts man arrested for indecent exposure

An Evarts man was recently arrested after allegedly walking along the bypass in Harlan with his genitals exposed.

Steven Penny, 33, was arrested by Harlan City Police Department officer Derrick Noe on Nov. 11.

According to Noe’s citation, Penny was walking along the bypass with his pants falling down, exposing his genitals. Noe asked him to cover himself and offered to give him a ride if he needed one. Penny allegedly refused the officer and continued walking with his pants down.

Noe said he told Penny he could either pull his pants up or he would be taken to jail for indecent exposure. Penny told the officer he would like to go to jail because he “needed to get showered.”

Penny was arrested and was charged with second-degree indecent exposure.

He was lodged in the Harlan County Detention Center on a $250 full-cash bond.

• Shawn Smith, 20, of Owensboro, was arrested by Harlan County Detention Center officers on Nov. 8. He was charged with first-degree robbery and lodged in the Harlan County Detention Center as a state inmate;

• Eric Lipsey, 26, of Cordova, Tenn., was arrested by Harlan County Detention Center officers on Nov. 8. He was charged with second-degree burglary and lodged in the Harlan County Detention Center as a state inmate;

• Chasity Collett, 40, of Harlan, was arrested by Cumberland Police Department officers on Nov. 8. She was charged as a persistent felony offender with first-degree possession of controlled substance and a serving bench warrant for court. She was lodged in the Harlan County Detention Center on a pay-or-stay bond of $708;

• Cindy Anglian, 32, of Evarts, was arrested by Evarts Police Department officers on Nov. 10. She was charged with failure to appear and first-degree possession of controlled substance (second offense; methamphetamine). She was lodged in the Harlan County Detention Center on a $2,500 full-cash bond;

• Paula Brown, 53, of Whitesburg, was arrested by Harlan City Police Department officers on Nov. 10. She was charged with operation of motor vehicle while under the influence of drugs/alcohol, possession of drug paraphernalia, possession of controlled substance, illegal possession of legend drug and failure to or improper signal. She was lodged in the Harlan County Detention Center with no bond set;

• Mary Davidson, 32, of Cumberland, was arrested by Cumberland Police Department officers on Nov. 10. She was charged with first-degree wanton endangerment (police officer) and possession of drug paraphernalia. She was lodged in the Harlan County Detention Center on a $2,500 full-cash bond;

• Shaun Johnson, 30, of Loyall, was arrested by Harlan County Sheriff’s Office deputies on Nov. 11. He was charged with first-degree possession of controlled substance (methamphetamine). He was lodged in the Harlan County Detention Center on a $5,000 full-cash bond.
