Laynee Perkins, a fifth-grader at Black Mountain Elementary School, won first place for her essay entered into the “What does Harlan County mean to you?” contest as part of the Harlan County Bicentennial Festival, which took place in downtown Harlan on Oct. 10-12. After taking first place in the fifth through eighth grade division on Friday, Perkins was asked to read her essay to the audience a second time before the candidate stump speeches on Saturday.
