Harlan County Judge-Executive Dan Mosley (center) signed a proclamation declaring July as Bereaved Parents Month with Heather Brewer (left) and Vicki Blakley (right) in attendance. The proclamation was signed on Friday in honor of Harlan County parents coping with the loss of a child.
